Vermont Governor Rewards Civil Rights Violations

Several weeks after the U.S. Second Circuit Court of Appeals declared Rutland, Vermont sheriff R.J. Elrick a civil rights violator, Vermont Governor Douglas promoted Elrick to the director of the Vermont Police Academy.
